The Kitepower system is classified as a drone operating in the Specific Category under EU drone regulations, with its operations assessed at SAIL II (Specific Assurance and Integrity Level II) \u2014 the low-risk tier within the SORA framework. SAIL II reflects that the system’s operational hazards, both on the ground and in the air, are sufficiently contained through design characteristics and operational mitigations, resulting in a low residual risk profile.<\/p>\n\n\n\n

The operational authorisation (OA) was issued by the Dutch Human Environment and Transport Inspectorate (ILT), acting as the competent National Aviation Authority (NAA), following a SORA (Specific Operations Risk Assessment) conducted by Kitepower and reviewed against EASA’s regulatory framework under Regulation (EU) 2019\/947. The SORA methodology, published by EASA as an Acceptable Means of Compliance, defines the risk assessment process, required mitigations, and Operational Safety Objectives that Kitepower must meet.<\/p>\n\n\n\n

Under the Easy Access Rules for UAS (EASA), the Dutch OA is valid throughout all EASA Member States \u2014 including the EU, Iceland, Norway, Switzerland, and Liechtenstein \u2014 for operations conducted within the limitations and conditions defined in the authorisation. Kitepower currently holds active operating permits in the Netherlands, Ireland, and Germany. Cross-border authorisation in Spain is currently in progress.<\/p>\n\n\n\n

When deploying at a new site within this authorisation framework, Kitepower coordinates with the local air traffic control service to issue a NOTAM (Notice to Airmen), provided the local conditions are consistent with the ground risk and air risk classification established in the SORA.<\/p>\n\n\n\n

The current SAIL II classification enables Kitepower to operate:<\/p>\n\n\n\n

  • Over sparsely populated ground areas<\/li>\n\n\n\n
  • In uncontrolled airspace under VLOS\/EVLOS (Visual Line of Sight \/ Extended Visual Line of Sight):\n

    • With a visual observer on site<\/li>\n\n\n\n
    • In visibility conditions of two nautical miles<\/li>\n\n\n\n
    • At night<\/li>\n<\/ul>\n<\/li>\n\n\n\n
    • In restricted and atypical airspace under BVLOS (Beyond Visual Line of Sight):\n

      • In all weather conditions<\/li>\n\n\n\n
      • At night<\/li>\n\n\n\n
      • In clouds<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n

        Operations are conducted by a remote pilot holding the appropriate Specific Category remote pilot competency, operating from Kitepower’s HQ in the Netherlands or with A1\/A3 plus A2 license if present onsite.<\/p>\n\n\n\n

        This pan-European authorisation framework significantly reduces the lead time for arranging Kitepower installations across the EU. The EASA regulatory framework is highly regarded internationally and increasingly recognised beyond European borders, therefore we expect streamlined regulatory approvals also in countries outside the EU.<\/p>\n<\/div>\n<\/div>\n\n\n\n

        • Airspace permit: <\/strong>Kitepower handles the acquisition of airspace permits for all clients.<\/li>\n<\/ul>\n\n\n\n

          • Ground permit:<\/strong> Depending on the desired area of deployment and local regulations, additional permits (building, environmental etc.) might be required. For long-term rentals, Kitepower will do the permit request in collaboration with the client. For short-term rentals at construction projects, the system can be included in the building permit.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n

            Environment<\/h2>\n<\/div>\n\n\n\n

            Kitepower systems are designed with environmental safety in mind, including minimizing impact on local wildlife and nature. The system uses active control systems, allowing the kite to adjust its flight path in case of threats. A bird study has been performed in Ireland and the Netherlands where a minimal impact of a Kitepower system on birds was shown. From professional experience, farm animals are not affected by a system flying closeby.
